DOT portable vessels on sea ships

Hi,
I'd like to ask about portable DOT cryogenic vessel being installed on the sea ships- are there any particular regulations which applied to design and operation? What part of DOT, beside the 176.76, is relevant to the installation on sea ship?
And also- portable vessel installed permanently at sea vessel- does it become technically a "cargo vessel"?
I appreciate any opinion
