Does anyone know the title of the ieee standards for remanufacturing electrical circuit boards?

Remanufacturing? Are you talking about reworking PCB assemblies? I don't know if IEEE has any standards, but the IPC standards would be IPC-7711/IPC-7721.

Yes, I am trying to find out the standards of reworking circuit boards, for example replacing burned traces with jumpers.  Thanks for the information.

Not sure how relevant it will be or what information it might contain as I don't have a copy, but perhaps try BS6221/IEC 60326 - Printed Wiring Boards.
