I have a very interesting question code question.

In ACI 530.1-05, ASD is there any provisions regarding the use of wall piers or columns in the lateral resisting system?

ACI 530.1-05 Chapter 3 Section 3.1.3.1 talks about how much load can be taken by wall piers and columns, no more than 20%, it also has an exception changing the R, response modification factor for when it is greater than 20%.  ASD has no such provisions that I can find.

This is the second plan checker who has used that strength design provision when I am using ASD, stating that my walls must meet this section.  Not sure if anyone has run into this issue.  No section in the CBC modifies ACI 530.1 to include any such provisions in ASD.  Also does anyone have any commentary on the criteria used to determine the R response modification factor?
