There are guides around, maybe best to contact the Notified Body that you will use. Suggest you gain an understanding of the PED - the text, Annexes, Guidelines, etc, can be found online within the following link: http://
Basically you will need to determine the PED Category based on the contents, pressure, and volume, and that will lead into which Conformity Assessment Module(s) to use, and the extent of Notified Body involvement.
You still need to use a vessel code for design, such as ASME VIII (or better still EN 13445 which gives direct conformity to the PED).

Be careful about assuming that EN 13445 covers all aspects of the Essential Safety Requirements, as an example, under ASME VIII UG-6 and UG-14 you can't use forged or hot rolled bar to machine hollow cylindrical shapes, however code cases 2155 and 2156 do permit this if additional testing is performed to ensure that failures do not exist because of the manufacturing method.
Now this isn't covered in PD5500 or EN13445.
It is however a requirement within the Essential Safety Requirements to remove all risk of failure that may occur due to manufacturing methods. This information is industry knowledge and so has to be addressed regardless of the code being used.
As you can see, there are areas of the ESRs that aren't covered by all the codes, even EN 13445.
