Difficulty encountering while opening/clsoing Globe valve

Difficulty encountering while opening/clsoing Globe valve

(OP)
Reference: basic globe valve wcb body with Trim 12for different sizes 2" onwards.

Is there anyone who can urgently share his/her expertise to advise on the problem I encountered. The problem is that Globe valve having very difficulty to turn Clockwise/anti-clockwise (close/open). I was called in my customer to their site, to look at all these Globe valves which already installed in their skid.

The main problem is these Globe valve are very difficult to turn. Even with two build men also difficult to turn the handwheel. However, when we release the Eye-bolt nut shown in the attached photo P2, the handwheel could easily turn but if we tighten back the nut, the handwheel difficult to turn again.

As the skids need to conduct pressure testing client wants to know how to solve this problem which is very critical.

Thus I need advise on how to go about it to solve this problem. If we release the Eye-bolt nut, will it cause the Globe valve to be out of "calibration"? Do you know what is the torque required to tighten the Eye-bolt nut? Or any other method to solve this problem?
