There are minimum and maximum bolted fault currents based on the strength of the power system. For example, say your plant is fed from a high voltage line between two utility substations. With both substations feeding your plant, you may have a "maximum" amount of fault current available. With the "stronger" substation de-energized, you are only fed through the "weaker" substation and therefore you have a "minimum" amount of fault current available.
