ASME UHX U-tube Exchanger F-value

ASME UHX U-tube Exchanger F-value

(OP)
I have performed some research on the basis of the ASME code calculations in Section UHX, and have obtained F. Owseiller's paper from the Journal of Pressure Vessel Technology, Feb. 2006.

I understand that the F-value used in the equation to determine the bending moment acting at the periphery of the perforated tubesheet is considered the "edge restraining parameter" and its value indicates the degree of clamping of the tubesheet.

Osweiller states that when the F-value is zero, the tubesheet is simply supported, while when the F-value is infinite, the tubesheet is clamped.

In Table 1 of the same paper, a configuration (a) tubesheet is shown with an F-value of 3.90 and is considered clamped, and a configuration (d) tubesheet is shown with an F-value of 0.46 and is considered simply supported.

My question is:

Is there a guideline for the F-value in terms of when a tubesheet is considered simply supported and when it is considered clamped?

To phrase it differently, is there an F-value "X" such that:

      simply supported if < X
      clamped if >= X
