Dear Friends
I need your help in understanding AWS D1.1-2008 Table 3.1-Note 1 which provide Options in selecting right consumable
1)Filler metal matches higher strength of base material
2)Filler metal matches lower strength of base material
I need to weld Group I - Mat Grade D x Group Material Grade EH36. Weld Process - SMAW.
What would the be right electrode - E7016 or E7018?

The strength of the weld electrode using the SMAW process is identified by the prefix numbers 70XX, in other words the strength of your two electrode choices are identical to 70 Ksi ultimate tensile and 58 Ksi yield strength.
The last two numbers in the EXXXX designation relate to flux. You have 7018, where the 18 refers to low hydrogen, potassium, iron powder flux where 16 refers to low hydrogen, potassium flux.
I would probably side with E7018 for welding both carbon and low alloy steel combinations. You can Google information related to slight differences between these weld electrodes based on flux.
