i AM A CANADIAN FIXTURE MANUFACTURER IN CANADA 240V BALLASTS MUST HAVE AN ISOLATED SECONDARY IN ORDER TO HAVE CSA CERTIFICATION.
DOES THE SAME HOLD TRUE WITH THE UL CODE.
WILL UL BE VOIDED IF I PREWIRE A QUAD TAP BALLAST TO 240V
ARE THERE ANY REGULATIONS?

I don't have a specific answer to your question, but almost all of the standards have become or are becomming tri-national.  This means that the standard is or will be common between the US and Canada.  Perhaps you can ask your CSA representative if there is an updated tri-national standard you can follow.
