I have a surge tower that is currently being used and I want to survey the inside. I have contacted some companies looking to see if sonar imaging can be done that yield to scale images inside of the tower. I am being told that this cannot be done while there is flow in the tower.  Does anyone have any experience in this?  I need to get a survey of the inside of the tower and cannot halt flow.  Any ideas?

Why would you want drawings of the inside of a tower?

We need to seal off the existing input (under water) into the tower with concrete.  New input is above the tower level. It is relatively narrow at the existing input into the tower and we would need to bypass the area.  We would need the scaled drawings in order to make a bypass.
