Is it possible set sectionaliser without recloser. Only sectionaliser with breaker at the beginning of feeder.

Yes if the feeder circuit breaker has auto reclose. Sectionalisers work by counting the number of instances of passage of fault current above a certain threshold before they operate. So if you have a two shot sectionaliser the feeder circuit breaker would need three attempted reclosures for the sectionaliser to isolate the fault and the supplies to the remaining healthy circuit to be restored. If you don't have autoreclose the sectionaliser won't work. It will see the fault and count it, but will reclaim before the feeder breaker is closed either manually or via scada.
