Fixed Ladder Security Guards/Vandal Deterrents

Fixed Ladder Security Guards/Vandal Deterrents

Fixed Ladder Security Guards/Vandal Deterrents

(OP)
Wouldn't security guards mounted on the side rail of a ladder violate 29 CFR 1910.27 (c)(2) Ladders without cages or wells. A clear width of at least 15 inches shall be provided each way from the centerline of the ladder in the climbing space, except when cages or wells are necessary.
as well as 1910.27 (b)(2)which states that the side rail if used as a climbing aid must be free of burrs, splinters etc.

Is there a rule in which I am missing that allows these guards to be mounted on the ladder? Does anyone know of any ruling that allows the devices to be mounted to the ladder?
