I have a qualified PQR for welding P1 to P45 material with 5.11 filler material. I have created a WPS for joining these two materials together however I do not have spare P45 material to certify my welder.
Am I correct when referring to QW-403 that I can use another base material (say P1 to P1 using 5.11 filler material) to certify my welder as long as the base material fails and I have no evidence of a welding issue?

I am no welding expert by any means, but I think the welder is qualified by process and not the materials used.

However, If you are referring to QW-403.18, it is actually saying that a change in the P-number is an essential variable, meaning it would require requalification except as permitted in QW-423 which covers your P1 and P-45 materials.

Yes, but review QW-423.1, not QW-403. Also, review QW-350 for the applicable welding process essential variables for the welder.
