One of the motors at our plant is experiencing current imbalance and I think it had caused feeder line cutout to blow a few times. at the same time, I noticed that when running this motor, we have a fairly low PF (lagging) of 0.4. Could this low PF contribute anything to the current imbalance??

Generally, current imbalance in a motor is usually caused by voltage imbalance.  

Low power factor usually indicates a very lightly loaded motor.

Lightly loaded motors also often exibit a lot of current imbalance which goes away once the motor is loaded.
