I have been recently told that the height of stairs should be 7" and the tread 11"  Traditonally, I have always used an 8" riser and 12" tread. Is it still valid to use an 8" riser?

The max IBC allows for an egress stair is 7/11.  Their are some non egress situations where an OHSA stair (up to 50 deg) or a alternating tread device can be used.
