Casn anyone recommend a tool maker that can produce a drill bit or combination bit for drilling into 40mm thick Chrome Alloy steel pipe to facilitate a thermowell?

I cant get anyone at the moment that can sort this problem?

I've also used Hougen drills for even deeper, larger bore holes.

Their holes won't make "reamer quality" finishes, but they are fast and adequate for a thermocouple hole.   You'll need a way to clamp the mag-based drills to the pipe.  

What diameter thermocouple?
