Does a light gauge meta z purlin have any capacity if the top flange of the purlin is not attached to the roof decking?

It would still have capacity just less than when braced.  This comment is based on the top flange in compression

Would the purline feel any stress if the roof pannel flew away?

To determine capacity you would need to refer to the AISI code.  Lots of equations for calculating capacities based on unbraced lengths
