Is there a standard that define how much torque is allowed when the screw/bolt/nut is hand tighten?

I heard that the there a mil spec given the minimum torque.  Is this true?

If your application is "stress-limited" (a too-high torque will break things and badly influence people) then I'd recommend specifically, explicitly giving the torque limit: DON'T think people will "look up a value" if they are unsure.

Worse, DON'T assume people will check anything: the more likely thing to happen is "I don't think that is tight enough, so I will twist it harder just to make sure!"  and "I know how much torque is "hand tight" but I'm macho and will use a crescent wrench anyway."

Be EXPLICIT about the torque limit: "TIGHTEN to 4 ft-lbs of torque.  NEVER USE MORE THAN 5 ft-lbs of torque!" in your instructions.    
Then bold the text.  
Then use all capitals.  
Then add it in your assembly and new-people training.   
Then add it to to your "telephone help desk" tutorials.   Tehn add it to your web site messages.  
Your web site help section.

Then STILL expect the idiots to ignore you, so stock up on replacements.
