Does anyone know the heat treat procedure to obtain a 45-50 rc hardness with this steel?

Your subject title is not correct. I presume you meant A515 steel, which is ASTM A515. This specification is for pressure vessel plates, carbon steel, for intermediate- and high temperature service. There are three strength grades.

1330 steel is a higher (1.6 to 1.9 % by mass) manganese-containing steel, and has nothing to do with A515. What steel specification are you dealing w

Yes the steel is A515- I put the 1330 steel out there because I thought it might be comparable with the A515 as far as the heat treat procedure goes.

A515 grade 60

Typically the carbon content and manganese content of the grade 60 cannot produce the hardness desired. Grade 60 is low strength carbon steel. Why would you select it to be hardened to the specified levels? If you only need the hardness at the surface, you could employ carburizing or nitriding treatments.
