Process heater Fuel delivery system philosophy

Process heater Fuel delivery system philosophy

(OP)
Hi, guys

In my refinery, there are some fuel oil(Bunker-C) firing heaters which have fuel oil delivery system. On the fuel oil delivery line, oval(gear) type flowmeters are installed at both supply and return line, but recently those ovalmeters have been broken one after another at the similar time and those led to heater fire-off.
We doubted if ovalmeter is appropriate on fuel oil delivery system, but any type of flowmeter could be applied as far as fuel oil flow is suitable for operating condition, according to API standard.

Is there anyone experienced similar problems with ovalmeter?
If there is any way to improve fuel oil delivery system, please comment.
