Hi everybody

someone can explain me the hart smith 10% rule?
I have to do a preliminary sizing and weight extimation of a composite fabric.
I have been looking the paper:

L. J. Hart-Smith, "The Ten-Percent Rule for Preliminary Sizing of Fibrous Composite

but I haven't found where I can purchase it.
