Where is the prefered location of thermal relief valve on S&T HEX

Dear all, I have a question regarding the thermal relief valve (TRV) location for heat exchanger (HEX).
If I have a cooler with cooling water inlet at HEX bottom and cooling water outlet at HEX top, should I locate my TRV at cooling water inlet (i.e. HEX bottom) or outlet (i.e. HEX top)? Is there any requirements that this TRV should be located on higher location of my cooling water line (i.e. on HEX top, hence CW outlet)? And why is that so?

Since the function of the thermal relief valve is to protect components under the unlikely case of "valved in" cooling water, placing the relief valve anywhere should be acceptable.

Upstream or down, both are acceptable as MJ points out.  Some like to argue one is better than the other, my only requirement is "valve-free" to the HEX.  I "prefer" it close.  

Something I find more often than not, is use of non-Code RV's (without the UV in the cloverleaf).

Both are acceptable, but make sure all the valves on pipe are CSO.
