What is the exact definition of a HV busbar short circuit withstand capability.
If for example, after calcuation, we have a bus with a 3-phase symmetrical momemntray short circuit of 50 kA, how can we calculate the busbar short circuit withstand capability. Any IEEE references?

Short-circuit withstand is a rating that the busbar can be subjected to and not fail thermally or mechanically.

To determine, calculate the maximum fault current at the location.  Can use symmetrical components or Ohm's Law.
