For human safety against spurious actuation of water spray system at substation facilities, what kind of safety conditions or requirements are checked for me to design water spray system in addtion to NFPA-15, NFPA-70?

This is a firefighting guide from the U.S. Army Corps of Engineers. See page 15-3. Their numbers look a little scary to me though.

What kind of fire protection system is the most appropriate for the high voltage power transformer at underground substation?

In fact, I prefer to design the water spray system based on NFPA 15. At this stage, I am wondering whether the water spray system to cover the cable room including control panel by the water spray system.

I want to get some precedences where the water spray system is installed to cover all areas of the underground substation.

Unless I am missing something I don't think water spray protection for electrical equipment is a very good idea.
