RE: Flag pole installation
Embedding in the foundation has a few considerations such as corrosion and how do stabilize the pole until the grout sets. You probably don't want the crane out there the whole time holding the pole while the grout sets up.
Baseplate would be easier, but you'll need to provide anchor bolts in the foundation. Don't forget to design the foundation to include a couple of flags blowing in the wind for overturning purposes.
RE: Flag pole installation
I agree that anchor bolts and baseplate is the way to go.

Anchors and a baseplate.
I'm looking for a rigging procedure (or advice), perhaps from someone whose being involved in a past project. Lifting it from horizontal to vertical, onto the anchors and safely removing any installation hardware.
RE: Flag pole installation
They have some rigging and installation instructions.
RE: Flag pole installation
Try a sling or brace to spread the bending movement out along the pole as it comes up from the truck or rack.
If a truck moves it into the erection (election ?) area in one piece, look very carefully at swing distances as the truck turns.
