We will be energizing a  13.2/480v, 500 kva, delta/Y transformer for the first time. It has been stored inside of the switchgear room.
It has been torqued, cleaned and and hipotted.
I have heard of connecting 110v lamps to the windings to make sure the windings don't have any trapped moisture.
Is this necessary? If it is how is the best way to do this?

At the very least you need to perform an insulation resistance test to earth (measure between all three phases together and earth if time is short) before energising to ensure that the winding insulation has not deteriorated or that insulators are not cracked, etc.  Aim for an IR >100MegOhms, using a 5kV DC Megger test set or similar.  Don't pressure test a transformer in the same way as you would a cable.
