why does the code not address this?  E4 only applies to members without slender elements

It does.  See E7, which refers to E4.

yes it does, thanks didn't see that.

You might've been thrown off by the WT equation.  The E4 specialized equation for WTs only applies to non-slender ones.  If a WT is slender, then one uses E7 for those too and then computes Fe for FTB per E4.
