unfortunately nothing on torsion but some good other sheets

The Steel Beam.xls spreadsheet available from
http://www.structural-engineering.fsnet.co.uk/
does complete steel beam design to UK codes, including torsion. (Click on the Steel Beam button on the left)

If that doesn't do what you want the links to free structural design software at this site will probably contain something that does.  It hasn't been updated for several years, but it is still the bestlist of structural design software that I know of.
