hello, does anyone can solve my problem. since the purpose of carrying out triaxial test is to simulate field condition as far as possible. then "in what situation, results from CD test for clay soil can be used in design?"

Just doing a CD test on clay is "long term."  sleeping2

Typically, one would, instead, do CU tests with pore-pressure measurements to allow determination of effective-stress strength parameters.  Not exactly the same, but close.
