Is there any public or free information of ASME U and UM stamp requirement standards? Such as tube thickness or flange size for given pressures.

There would seem to be much more to your question than you are telling us. Can you be much more specific as to what you are after? Of course, thickness varies, but it will vary as a function of external loadings, pressure, temperature, material properties, corrosion allowance, tolerances... Flange size? Yes, different sizes of flanges are used. Different classes depending on, well, external loadings, pressure, temperature, material properties, tolerances...

Free information available in technical libraries. Go read ASME Boiler and Pressure Vessel Code Section VIII Division 1, Section II part A and part D, Section IX, B16.5...

To get an overview of what the ASME Section VIII Code requires in design you can look at this:

There are very explicit rules in the Code for the design, fabrication, erection, NDE and testing of Section VIII, pressure vessels.  There are similar rules for "miniature vessels".  Pressure design is only part of the overall design process.
