Does anyone know why the 13th Edition is different than the 9th Edition concerning the minimum size of welds?  9th Edition states it is dependent on the thicker of two parts to be joined.  

13th Edition is based on the thinner part.

The explanation for this is given in the commentary on page 16.1-331.

It has to do with the prevalence of low hydrogen electrodes.
