I am looking for a suitable steel for a pressure vessel that will contain -57 F air.  Any suggestions?

According to the ASME PVHO (Pressure Vessels for Human Occupancy) code, the steel needs to be charpy tested at -57 -50 = -107 F.  I can't find any charpy data for this.

I think that a 300 series stainless would be exempt from the charpy test but I would like to find a less expensive alternative to stainless.

Look at Ni-containing low alloy steels;

ASME SA 203
or ASME SA 353. However, this is probably overkill for your intended service.

There are a number of steel manufacturers that can provide SA-516 Gr 70, SA-537, SA-737 and SA-738 to meet ASME VIII minus 57F impact toughness requirements.

i've worked with SA-516-70 down to -75*F

Not all 516*70 material will get down that low and should use SA-350-lf-3 flanges.

My choice if I were able to choose materials...would be
300 series stainless.  exempt from impacts.

a-203-e/ a-350-lf3 is another choice that would be easy to make impact values
