Why no BIL ratings for Ansi Low Voltage Switchgear?

Why no BIL ratings for Ansi Low Voltage Switchgear?

Just curious on this, how come ANSI doesn't reference any tests for impulse withstand on low voltage switchgear?

I can see that LV switchgear won't typically be exposed to lightning, but how about switching surges?

Just an extra note, what brings this question to my mind is that Distribution Dry-Type Transformers will have a BIL rating: IE: The BIL (Basic Impulse Level) for all 600-volt class windings is 10 kV.
