I have recieved a report that models Ip as 29.5kA and I"k as 11.7kA for an 11kV switchboard. Which rating should be used to determine the 1 second fault rating of the switchboard (29.5kA = 562MVA and 11.7kA = 222MVA)

Rodmcm,

You are in the "IEC World". That means

Initial sym rms sc current = (I"K)= 11.7 kA
Peak sc current            = (Ip) = 29.5 kA

Therefore, you should take 11.7 kA as the 1 or 3 second rating for the switchboard.
