Is there any relationship between B31.3 piping code and DIN standards in Europe?  If a pipe is fabricated with respects to DIN standards is it qualifiable to B31.3?  What aspects are transferable?

I would forget about DIN codes in Europe. The Pressure Equipment Directive is now compulsary throughout the European Union and CEN are currently producing a set of harmonized standards to accompany this.

One of the developments for example has been to take the metric flanges prerviously to DIN standards and combine these in EN 1092. Although the dimensions are the same CEN has taken the opportunity to lower the allowable pressures at given temperatures and hence a PN16 flange may not necessarily be acceptable at 16 Bar for a given material.

The wall thicknesses on these flanges do not match scheduled pipe and it is more than likely the testing would have to conform to Section 7 of the Essential Safety Requirements of the directive.

You are not required to use materials listed in B31.3 for B31.3 piping systems.  Materials in accordance with published specifications such as DIN may be used subject to some requirements found in the start of Chapter III of ASME B31.3 (e.g. coming up with the allowable stress).  However, you will run into issues in welding, because you don't get the benefit of qualifying similar P number materials with one procedure qualification test if the material is not listed in Section II(you have the same problem with S number materials listed in B31.3).
