What would be a good sustitute for 5115 alloy steel?
It must be heat treatable to a 60-64 Rc.

Depends on the application.  What is being made, what's the application, etc etc etc.  Lacking info.

5115 is a former standard steel. The closest standard equivalent would be 5120 or 20MnCr5, depending on where you live. Either steel can reach your desired hardness only after carburize, quench and temper.

How do you achieve a hardness of 60-64 HRc in 5115 steel with 0.15 carbon? Is it carburized?
