Electric Heater Low insulation

(OP)
Gents,
What is the acceptable minimum mega ohm for the electric heater in AHU for marine projects? Now I have a problem in my project that our AHU has 3 stages heater. And then when we start testing the heater for 2 stages there is no problem. And then third stage running that time the alarm from the MSB room start activate.I try to change the 3rd stage heating coils but still there.Last project I faced similar problem and I solved by the whole heating coils change.Keep in the furnace for 24 hrs with over 500'C.After that is ok.But now it is not possible to change the heating coil cos of the AHU room is too small.Hope your good suggestion to get
