Since this topic seems to come up a good bit - for instance:

I wanted to make an update to my initial post on the subject here:  thread507-202887: 0.6D+W Load Comb and 1.0 Factor of Safety

In that post, I had stated that the walls designed for IBC Section 1806.1 (for a safety factor of 1.5) did not have to meet the combinations of 1605.3.1, but the code didn't state that specifically (though it should).  

Well, they finally updated this provision in the IBC 2009 - Section 1807.2.3 now clarifies this by stating that the load combinations of Section 1605 do NOT apply to walls designed for the factor of safety of 1.5.
