I have the spec sheet from a sanyo split cooling system , and am a bit confused as far as the power input specification:
"Cooling Capacity (BTU/h): 17,500(4,000-17,500)
Power Input (W) : 1500/1500(250-1500)"

I'm assuming the 1500W is for peak @ 17,500BTU/h and the 250W is for the 4000BTU/h operating capacity??
Similarly, on ceiling mounted units,
"Cooling Capacity (BTU/h): 39,000(9,500-39,000)
Power Input (W) : 3890/3830"

and my assumption doesn't seem to hold in this case?? or are the two numbers representing inside unit and outside unit (evaporator/condenser unit)
what am I missing here?

♦ Running AMPS (Cooling) : 7/7.7 (1.2⇔7.7) Variable Speed
♦ Fuse or Circuit Breaker Capacity: 20
If so, your max power is approx 4.6 KW assuming 100% power factor.

The solution in such cases: Change manufacturer. Try Mitsubishi, they will give you the nice data that you need.
