Af is flange area in this code, does it include compression and tension flange?

I can't find more commentary for it and the similar formula,Af is compression flange area in AISC 89. So I want to make sure I didn't misunderstand.

I am pretty sure this is the compression flange since this is about "compensation" of the thin web by a sufficiently thick flange.

Not familiar with S16, but on S06, just after the index there are Definitions and Notation sections. Have you looked there?
