Does ASTM 179 require fully annealing or is that a special requirement. The ASTM spec says "heat treatment" but heat treatment can be other processes.

Annealing would not be performed on cold finished tubes per ASME SA 179. I reviewed the SA 179 tube specification and the only requirement called out for heat treatment is that the tubes shall be heated to a minimum of 1200 deg F. This requirement applies for cold finishing and is specified to knock down residual stresses. The annealing heat treatment would need to be specified by the Purchaser as a separate thermal treatment after tube fabrication.
