(OP)
Is HCF 90 flex cable ok to use on emergency circuits in a hospital? For example:

I am building a hospital and we are running conduit to a junction box and then running a whip from the jbox to the light fixtures. These light fixtures are on emergency power.

I have been seeing that according to NEC 517.3(c)(3)(3) prohibits the use of HCF 90 flex for emergency circuits. Do they mean even the whip from the jbox to the light? Or are they talking about running HCF 90 in the place of rigid conduit?

RE: Armorlite HCF 90 Flex and Emergency Circuits

You might make a case that 517.30(C)(3)(d) applies to the final connection from the junction box to the fixture, but you would have to check with the AHJ to be sure.
