I have made a Design library on the network so that all users could have access to the forming tools.  But I get a "Are you trying to make a derived part?" when I drop a tool on to a sheetmetal part.  When I move the forming tool to my C: drive, it works like normal.  Am I supposed to set up SW to recognize the design library on a network?

You need to tell SW that the new directory holds forming tools.  Inside the design library explorer right click on the file and select Forming Tools folder.
