F331.1 in ASME B31.3

F331.1 in ASME B31.3

F331.1 in ASME B31.3

(OP)
Dear members,

Based on F331.1 in ASME B31.3, the minimum tempering temperature of some low alloys in ASTM is lower than the heat treatment temperature listed in Table 331.1.1 in ASME B31.3. It means that the heat treatment at site may give any adverse effect to some low alloy items.
(i.e. A182-F11)

My understanding is that Appendix F in ASME B31.3 is not a mandatory requirement but guidance only as indicated in Table 300.4 in ASME B31.3. Therefore I think that contractor does not have to apply unless required in project contract document.

However some clients insist that F331.1 shall apply because of Note (2) in Table 300.4 in ASME B31.3, which says "(2) Contains no requirements but Code user is responsible for considering applicable items.".

I welcome any opinions from you.......

RE: F331.1 in ASME B31.3

Section 300 does not delegate any responsibilities to the contractor.  The owner is responsible for determining the applicability of Appendix F and the designer has the responsibility of assuring conformance of same.

[300 b(1)] Owner. The owner of a piping installation
shall have overall responsibility for compliance with
this Code, and for establishing the requirements for
design, construction, examination, inspection, and testing
which will govern the entire fluid handling or
process installation of which the piping is a part. The
owner is also responsible for designating piping in
certain fluid services and for determining if a specific
Quality System is to be employed. [See paras. 300(d)(4),
(d)(5), (e), and Appendix Q.]

[300 b(2)] Designer. The designer is responsible to the
owner for assurance that the engineering design of
piping complies with the requirements of this Code
and with any additional requirements established by
the owner.
