I created a simple fill surface, and I wish to push and pull the center of this surface. Is there a modify surface feature that allows this? Note that this is a simple surface for representation and there is not a need to define it too in depth. (What I have currently done is put a point aways from the surface and I use this point to control the center of the surface, but I wonder if there is a better way.)

Freeform works perfectly. I didn't know that it keeps the delta values for the points.

And while I am at it. Is it possible to have this value controlled by a variable/equation?

I think freeform is named freeform because it is not controlled by dims. So I guess a workaround can be generating a freeform which is close to what you want & then generate some curves with intersection curve or 2Dsketches & using them to make a boundary surface. Now these sketches can be controlled with equations after deleting the ON EDGE relation & deleting the freeform surface as well.
