I am being asked to design a pavement light using glass blocks.  I have assumed that the light would be a reinforced concrete grillage (200mm c/c) spanning two directions.  The blocks are 110mm thick and have a high strength.  Is there a British or European standard that covers the design of pavement lights, please?

Look at the US Federal Aviation Administration specs for airfield lights.  There is also an equivalent international standard, just can't remember the organization.
