If a 3 KVA (480/120 V) Control Power Transformer (CPT) is fed from two separate power sources, i.e. a standby Generator and the Utility. If both Sources are not into full synchronism, what would be the impact on the CPT Output or operation?.

How could it be powered from two separate sources at the same time? Do you mean one source feeding the primary and one source feeding the secondary? In that case, if the generator is big enough to break out of synch in spite of the transformer coupling the two supplies, then expect either a fuse to blow or the transformer to catch fire. If you mean something else then please explain more clearly.
