This has been addressed in the past (see thread561-189212: NX Autoballon without a leader?), but those methods don't seem to work with NX6.
Is there a way to get associative item numbers in leaderless balloons in an assy drawing?

I've opened a PR against NX 6.0 since this appears to be a regression from NX 5.0 where is was a trivial action.  I'll pass along anything I learn.
