Does anybody know how to estimate bonding strength between concrete and a sheet of steel?  I think it is 0.2 times f'c, but I cannot find a good reference to confirm that.

Thats it.  For a reference on this check out Handbook of Temporary Structures in Construction by Robert Ratay.

Or if you can get ahold of an old USS Steel Design of Sheet pile structures.
