Lap Splices in Integrity Reinforcement

Is it advisable to allow lap splices in integrity reinforcement in areas other than over a column or its capital?
I would think that any lap splice outside this zone would be ineffective if the slab cracked significantly in the area of the splice. Which one would expect if the slab failed and the integrity reinforcement was engaged.
Please provide links/books with supporting information if possible.

(P.S. - As the name suggests I am in Canada and am using CSA A23.3-04, but I welcome links to other codes)

That said, however, I would tend to see your concern that in a significant failure condition, the lack of direct connection through the splice would be less effective in serving as a suspender for the failed beam.
But I see nothing in the code that states you can't splice them.
